The Management of Health and Safety at Work Regulations 1999 require employers to appoint ‘one or more competent persons' to help them to meet their duty to control risks at work. Competent help is fundamental to manage risks sensibly. It is not an optional extra - the Regulations require it. If this competency is not available in-house, then you may need to hire a consultant.
